found a old medal/badge

i came across civil war medal/badge that on the front displays a gold outline around a print that says west Virginia under that is the united states flag. also connected to the top part that reads west Virginia. is a circle with a photo that reads general Custer. on the back of the pin is stamped. it was hard to read so here what i could make out .( PAT oct 15/16' 62/52 mar 7 99/93) does anyone have any idea of what this could be?
