Specifically in Louisiana? Was it ever actually forbidden for them to have ownership of property (and by property I mean land)? If so, when did that change?

it was around 1866 because in 1867 was the reconstructuon act, 1868 was the fouteenth amendmend, 1869 howard university's law school was the first black school. so between those dates.

Don't really know if African Americans were ever banned from owning land in all or any part of Louisiana. I do know that there were many African Americans* in Louisiana who were slave owners (and some with large numbers of slaves) I would assume if you owned slaves you would also be likely to own the land that they worked.

* most of these "African Americans" would have been called "free men of colour" at the time. Today we would refer to them as "bi-racial".
